I downloaded it the day it was released and I beat the game once. Now, I'm currently trying to beat it again with Proto Man, who I also downloaded. In my opinion, I thought X1 had the best arsenal. The weapons covered everything from offense, defense, and mobility. If you wanted to kill something quickly, you had Fire Wave and Storm Tornado, Rolling Shield and Chameleon sting for defense, and the other weapons were pretty nice too. Riding on the charged Shotgun Ice was fun as well. As for the worst, I'm probably going to have to go with X3. The weapons were a tad bit boring, and I only really found myself using Ray Splasher or Spinning Blade. Some of the other effects were nice, such as mashing to extend Triad Thunder, or the charged Frost Shield's underwater effect. But all in all, I wasn't too impressed with the weapons in that game.
